Two identical flats can differ by QAR 600 a month once utilities enter the picture. Kahramaa (water and electricity) for a 2-bedroom typically runs QAR 300 to 600 monthly depending on AC habits and season; internet adds about QAR 300 to 400.
How to compare properly
Always ask: is Kahramaa included, capped, or tenant-paid? A bills-included flat at QAR 4,500 usually beats a QAR 4,200 flat where you pay your own summer AC. Capped deals (for example, included up to QAR 400) are common in central Doha; know the cap before signing.
Districts where bills-included is common
Old Airport Road, Al Najma, Al Mansoura, Umm Ghuwailina and Al Doha Al Jadeeda have the highest share of bills-included buildings. Newer towers in Lusail and The Pearl usually meter separately but include cooling in some cases; district cooling charges deserve their own question.
